Unable to download Synapse 2.0

I downloaded "Web_Razer_Synapse_Installer_v2.21.24.34" from the Razer site but when I run the app it fails to complete. I get the Windows request to allow the app to make changes to my computer but then get no further response. I have already undertaken all of the recommended steps to do a clean install. Appreciate advice. The background is that I bought new Razer headphones and I was having trouble running the Razer apps: Synapse 3.0 and Cortex. I thought Synapse 2.0 might be causing troubles so I uninstalled only to find out Synapse 3.0 does not support "legacy" product Orbweaver. I'm now trying to install Synapse 2.0 so I can use Orbweaver.
