Unable to Run Razer Recovery

When attempting to run Razer Recovery from a USB drive I get "Only support running under WinPE." I followed the recovery instructions given by Razer Support and downloaded and extracted the recovery files to a USB (128GB). This is on a new, 2 TB Sabrent SSD on the new 11-th gen Stealth, so I know this drive is supported. How do I run the recovery?
