Usb issues

hello i have had this issue recently where my headphones after a restart are not recognised and show up as "Unknown USB device (Device Descriptor Request Failed) - the headset will work if i just unplug it and plug it back in, this happens on any usb port on this pc. i have uninstalled drivers and razer synapse and reinstalled it to no avail the issue still plagues me
