Hello, I bought a Razer Viper Ultimate Mouse from a store in turkey, but wherever I look, I couldn't understand the purpose of an apparatus that came out of the box and how it was used. There is something called USB Dongle Adapter in the box. One side has micro USB and the other side has USB input, how do I use it?

The Razer Viper Ultimate has wired and wireless (2.4 GHz dongle) usage modes. The USB dongle is used if you want it to work wirelessly, and you can use this link as your guide to pair your mouse to the dongle.
