Volume wheel not working

So yesterday i had to reset my whole computer and today I've noticed that my volume wheel on my Hunstman Elite dosent work AT ALL, it's not the normal stuttering and jumping that everyone is talking about. My wheel dosen't change or mute my volume at all. I've tried changing the wheel to do other inputs which it's able to do. Yet when it comes to volume it dosent do anything at all? I have a sneaking suspicion that this is a windows volume problem seeing as my headset volume controller dosen't work either. Any clues or ideas on how i can fix this?
