Woobly Chair Help!

My Iskur chair which I've had about 2 years had suddenly become really wobbly. I think a part of the cylinder is broken - but it's the part isn't connected to the wheels but to the bottom of the chair. It's all gone off to one side. 

Just wondering where I can buy a replacement cylinder for it? How much roughly would it cost? 

I've added pictures to just to be sure the problem is the cylinder? And I can fix by replacing?

mine has the same issue. its a cracked weld in the base assembly and makes the chair super wobbly and lean forward when sitting
