zGold and steam wallet code redemption problems

Hi all, I am facing a problem with redemption of my zGold. I bought a gift card at a 7-11 in Singapore for SGD 50 (around USD 30-35) to convert it to a steam wallet code. However, when I load my gift card code it doesn't give me sufficient zGold to redeem a 50 SGD steam wallet code (50 instead of the required 60 something) and I can only redeem a 30 SGD steam wallet code. Is this normal? If not, what steps can I take to fix it? Thanks in advance.
