Can anyone explain the Power Limits on the Early 2019 Blade Stealth?

It's been about a year since Brad Ling and Notebookcheck highlighted the strange power limit behavior on the Blade Stealth Early 2019. Namely, that this 25W CPU will, for seemingly no reason, adopt a 15W power limit, even when the temperatures are low, it's plugged in with a 100W power supply, the dedicated GPU isn't being utilized, and Synapse is set to Creator Mode.

I've found with my own unit, that my CPU will run just great, boosting up to 40W and then settling down to 25W consistently for weeks on end, only to suddenly refuse to go above 15W power limit, even after rebooting, toggling Synapse power settings, etc.

Does anyone have the knowledge of BIOS/CPU's/etc. to explain this behavior?

To be clear: I know that there are workarounds where you can trick the BIOS into giving more power to the CPU. But I want to know when and why it (seemingly) randomly gets stuck at a 15W in Creator Mode. There has to be an explanation to the behavior, but as far as I can tell there is no one that's been able to provide one.
