Fans RPM on Razer Blade 15 (2020)

Hello, Is it normal that the fans of the Blade 15 I just received are loud even when I do absolutely nothing? I absolutely love this machine except for this loud fans. I'm assuming that they speed too much compared to the temperature or the load of the CPUs/GPUs... I have tried many things (even re-init the computer from fresh start). So several questions:

• When minimal load on the machine, do you hear the fans? Because most of the time I do...
• Do you have ways to measure their speed (and eventually to control them)? I have seen softwares like SpeedFan or HWInfo but I couldn't find any info on the fans control. I also looked at the BIOS and found nothing there...
• My only alternative is to use Synapse but when I go from Automatic to Manual (with minimum speed of 4300 RPM), it seems the fans go even faster (and louder) than before eventhough I put the setting to the minimal.
