Razer Blade Pro 17 2020 RZ09-0329x - Fan Noise when plugged in

Hi All, does anyone know how to stop the CPU when plugged in running over 4GHz, as soon as I plug it in it goes from a near silent laptop to a power house and the fans always running. When on battery the clock speed is near the base clock of 2.30 GHz and the laptop is pretty much silent. Soon as you plug it in, its starts boosting to over 4GHz all the time. I really want the laptop to be quiet and run near or below base clock, unless Im asking it to do something intensive, any way to limit it in Synapse or is there a new BIOS? the last BIOS Razer released was 1.06 officially. I have tried turning on or off Optimus, running in power save mode but nothing stops the cpu boosting when its plugged in. Its annoying me now.to have fans always going with the system not really doing much. Thanks, Tom

just repasted kryonaut , will see if that makes any difference.

Set the performance tabs of the CPU to low...or if your really want to force it, create a power plan and set the maximum maximum processor state to 99%, this will prevent the CPU from activating turbo boost, keeping the cores in base clock speed.
