I am experiencing a strange problem where my CPU throttles to 389 MHz whenever I connect any type of USB-c device to my computer. Restarting the system resolves the issue, but only if I remove the USB-c device. I am looking for any suggestions on workarounds or potential causes for this problem. I have already submitted a support ticket to Razer, but I need to find a solution sooner rather than later as I need to continue working.

It sounds like there might be a compatibility issue between your USB-c device and your computer's hardware or software, causing your CPU to throttle down to 389 MHz. You could try updating your computer's drivers, as well as the firmware of your USB-c device, to see if that resolves the issue. Additionally, you could try connecting the USB-c device to a different port on your computer or using a different USB-c cable. If you're still experiencing issues, you may need to wait for a response from Razer support or consider contacting the manufacturer of your USB-c device for further assistance.
