Laptop continuously cycles between charging/not charging.

Hey mate, I have a suggestion, consider opening your pc checking the battery connector, disconnecting your battery and reconnecting it. Also check your battery for signs of swelling or defects. If possible run your pc on AC power alone to verify the charger is in perfect working order. Also make sure there's no particles in your charging ports and that your charger cable has no faults. If none of this works, it could be some software or underlying hardware issue. Proceed with caution and at your own risk. I hope this helps.

I ran into the same issue on a razer blade stealth 13" (2017). One thing i wanted to get rid of anyway was the system that increases and decreases you brightness based on what yor monitor is displaying, a system called cabc. The razer support page of your model should have an explanation aswell as a link for the download to disable this feature. For some odd reason this fixed it fot me, at least for now. As i'm not aware what laptop you have, i'm not sure if it even has that feature tho. Might wanna give it a try.
