Razer Synapse 3 no response trying to install

Synapse 3 crashes so I decided to do a full reinstall. However, When I click to open the file to install I do not see any activity or response. I do not get a pop-up to install or log into Razer. I have a Razer Naga (mouse) Black Widow Ultimate (keyboard), and soundbar. I disabled my firewall and anti-virus. I tried several steps I found from the forum. Such as, deleting the registry entry (registry key; HKEY_LOCAL_MACHINE\\SOFTWARE\\WOW6432Node\\Razer\\Synapse3) and all devices under device manager. Also, reinstalled net framework 4.5. Please,let me know if anyone has any ideas how to get the installer to load.
