Key rebind Issue

Playing an older game and rebinding movement keys which works fine, my issue is that when I use the rebound key for movement there seems to be an internal change to the repeat delay and repeat rate when holding the key down. this makes moving very clunky in a 2d game as there are constant pauses everytime movement is switched in a seperate direction or stopping/starting. Never had this issue with 2.0 and tested it outside of the game as well. Pressing up to scroll through the address bar is much faster and begins to repeat much faster than pressing my rebound up key. I've tried using Keyboard Function > Key Recording, as well as Keyboard Function > Navigation with no luck. Any help or solutions would be appreciated, thanks!
