Bummed about my Tomahawk

I just received this Tomahawk as a gift to myself, having not gamed for several years, i wanted to treat myself to this, which i will say, is really well built. Today, i received it in the mail, plugged it in and it goes through its setup process. Mind you this is right after i plugged the video card in and went through the process of setting her up. I then got assistance from tech on the main issue of it not getting to windows, now its not even booting up period. Performed another format on the USB stick, went through the process but to no avail, i cant even get the USB recognized. This has now been on 2 separate USB sticks, 2 different monitors, and tried both video port combinations, no bios comes up, nothing. It's like she powers on, the lights at the bottoms do their thing and are really impressive, but it's almost lifeless. This was a huge purchase for me and im really wanting to have a great experience. Looking forward to doing a little flight sim stuff. If anyone's experienced this please help.

After now, 2 keyboards, (1) brand new one from Bestbuy just for testing also, and F2, still doesnt bring up anything. None of the display ports on either the NUC or the Video card are working, now tested on my TUF monitor and girlfriends LG, both of which work via HDMI from my laptop so i dont know.
