F9 System Recovery Not Working

Hello,

I just received a second hand Razer Blade 15 Advanced 2020 with RTX 2080 Super Max Q and it is in a boot loop. The seller said that he reset the computer and reinstalled Windows through the cloud but the computer was just restarting when it seemed to be trying to log into windows. Before returning it I would like to try to fix it myself if possible. After doing "Optimize Defaults" in BIOS, I tried to go into the F9 system recovery and it would get stuck at 15% (I tried this 3 times). I tried everything on this page and no luck: https://mysupport.razer.com/app/answers/detail/a_id/3221/~/how-to-fix-bios-boot-loop-issue-on-the-razer-blade ...Everything seems to look like it should be working.

My next guess is to try to create and use a system recovery stick but I need the disk image for this. Any and all help would be greatly appreciated. Thanks!

    I am also experiencing the same thing... Very specifically being stuck at 15% while trying to recover (F9)

    After a few things that I have read it seems that Ill need an "official Razer support center" to fix as it may be a hardware issue
