Razer Synapse installation failure error code 1618

I am unable to install any version of Synapse. It starts the install, then hangs @ 8%. After 30 mins it errors out code 1618. Running windows 8.1 So far I have tried the following with no luck: 1) Reboot 2) gone into task mgr and killed anything that looked like an installation service running 3) gone into services.msc (command prompt as admin) and tried to change windows installer service type to automatic from manual. It would not allow me to do that. Suggestions?

    The error code 1618 usually means that there is another installer that's currently being processed. Do a clean boot then look for an MSIEXEC.MSI in your task manager. End that process then try to run the Synapse installer.
