Cortex won't open

i have the program installed and shows in my hidden icon part on my task bar, the small window pops up showing synapse and cortex but if i try to open cortex then it flashes up on the task bar as if it wants to open but nothing happens, also when i finish a game of cod it pops up a notification about fps and when i click view details then nothing happens. synapse works fine just cortex won't open
