+1Try to unplug your device (mouse/keyboard/audio etc.) it possible on the installation time, then run Synapse 3 installer as Administrator.
If it's still not working, you can try cleaning any leftovers with this tool: https://rzr.to/Tf53xj then restart your PC and after restart try again (install Synapse as admin).
Also you can try disabling AV and Firewall software.
