Shipping Issue

I ordered a keyboard and mouse, paided for shipping and the notice I just received is telling me that it is shipping at exactly the speed it would have if I had not paid for shipping.  I either need this explained or a way to get a refund on the shipping.  I have been unable to find a way to make any contact about this.
