Riot’s Vanguard having potential conflicts with Basilisk v3. Been getting BSoD for 3-4 times a day, all happening during LoL loading screen or within 10s after that. Freezes all visuals and triggers auto restart. Mouse auto switches several times between scroll wheel modes everytime BDoD happens.

This sounds like something that you need to report to Riot since they are the ones who probably screwed up.
I would plug in some other Razer mice that you might have laying around and see if the problem persists across different models and report it to Riot.
I also would recommend upgrading your OS to Windows 11 24H2 in the Release Preview stage as it fixes a LOT of issues that currently are plaguing Win11 22H2 and 23H2. Win11 24H2 is mostly stable in the Release Preview stage and is safe to use btw!
