Has anyone actually been able to get a steam wallet?

I've been refreshing looking for stock and it was always conveniently "sold out" everytime I checked. Honestly, this has been a terrible experience and I'm halfminded to tell people to not use the store if this is the quality service that it's going to deliver. This has not been a problem before the merger.
