Game Capture - hardware doesn’t meet requirements

I have a Razer Blade Stealth early 2019 and have been able to use Windows Game Capture to record game sessions. Now it is not allowing game capture with message that the PC hardware does not meet requirements. Any thoughts on how to resolve? Possible caused by a Windows or Nvidia update? I do have a second identical Stealth and it can still capture game recording. I have both systems updated with latest Window updates and Nvidia drivers (updated through GeForce Experience).

    The actual text is "Sorry, your PC doesn't meet the hardware requirements for captures." seen in Settings > Gaming > Captures.
