throttling issue on stealth GTX

Hi. I noticed a annoy issue on my stealth gtx 1650 version laptop. Hope could get help and solved. throttle issue happen when i using davinci resolve to render. Once the software is started. cpu is throttled to 12w all time. cpu temperature is 55 degree all time! cpu clock is below 1.4Ghz all time! I didn't hear any fan sound at all all time. which make using the software is really slow and painful. I tried switch between battery mode to game mode and balance mode. no difference. it seems somehow the cpu is fixed in saving mode. Once I closed the software. all cpu clock come back. I really hope user could control the profile. please help the laptop works fine to play games and visual studio compile. they both can reach much higher wattage.
