Razer Pro Click 2020 2.4GHz dongle does not work with USB 2.0 hub

I have a 2020 Pro Click mouse, and while it generally works, I cannot get it to work with my USB 2.0 hub. - I tried the Razer dongle with a USB 3.0 hub and it worked fine. - My hub works, as I have a Logitech MX Master dongle, a Kensington mouse dongle, and a keyboard dongle all plugged into the same hub and they all work. - I tried unplugging everything else from the 2.0 hub except for the Razer dongle and it still doesn't work. and by "doesn't work", I meant Windows does not recognize the dongle, instead throwing the error "This device cannot start. (Code 10). Insufficient system resources exist to complete the API." in Device Manager. Firmware is already updated to the latest according to the updater. Is this a known limitation? Or did I get a defective unit?
