Razer Cortex kill X-plane FPS

In the x-plane 11, it is known that AMD GPU users have poor FPS. But I ran with RX 580X and I5-4690K 4.6GHz around 30-40FPS. Now I had a long time problem that even at the lowest setting I did not reach more than 20 FPS even where no objects were generated. I turned everything off, I tried the game booster Cortex, no boost, and still nothing. Until today I accidentally turned off Razer Cortex and FPS is back to 30-40.
Why Cortex lowers FPS?

Hi there! Have you tried to reinstall Cortex to see if the issue persists?

Yes, i try it. I've had this problem for some time, reinstallation didn't help. I got this problem even after a clean install of Windows. Not all other apps and games have this problem. X-Plane runs on OpenGL. Could it be because of this?
Another problem that I didn't mind was with X-Plane and Cortex is always that Cortex FPS images have display problems, they are upside down, some of them upside down.
