Is this for the primary or secondary key function?
100% probably means that's as far down the key's travel that it can actuate, which is probably set by the mechanical aspect of the key - the part that blocks the laser or allows that laser to shine through the little window in the switch to activate it.

i'm not sure what you mean by primary or secondary key function, but right now i set all the key actuation to 3.6mm,
if i press down just a little,it's get input already. and i see the percentage of the input show that even i press down just a little, it's almost hit 3.6 level. so i'm not sure if it the keyboard problem or it's just usual behavior of this model

This keyboard has switches which can provide 2 functions. I'm not sure what settings it has exactly (such as if you can disable the secondary function). When you press the switch a little, it activates the "primary" function. When you press the switch down further, it activates the secondary function.
