Razer Stealth 13 RZ09-02812 No Power White LED Blinks Once Every 10 Seconds

As the title says I have a Razer Stealth 13 RZ09-02812 that won't boot. Holding the power button gets the front LED to blink once every ten-ish seconds, very briefly.
There's no fan spin, no nothing.
Tried multiple USB-C chargers.
The fuses that are visually obvious have all tested fine
The battery terminal tests roughly 12v both while charging and not.
If the battery is removed the terminal only test 0.04v. The 12v is probably just from the battery, but figured I should mention it, just in case. I'm assuming the laptop only sends power to the battery when it detects it, but I'm no electrical engineer.
Would like some help diagnosing it and actually making sure its not a simple fix before I replace the motherboard.
