Realtime Python Audio Monitor

Hi

I'm looking for a library that will allow me to monitor all audio coming out of my computer for Python. I tried looking online for modules that may allow me to do this, however, the only one I found was Soundflower for Macs only. Any ideas for Windows?

My end goal is to be able to create a filter for all audio coming out of the computer, like a customized version of Razer Surround Sound that can omegle add filters as well.
