Ripsaw Driver Error

My PC doesn't get any input from my Ripsaw capture card (The older model, not HD). Synapse 2.0 recognizes that it's plugged in, and Synapse 3.0 recognizes it as a legacy device. But the light on the card never turns green, and it doesn't show up in OBS or any other software as a video source.
I think the capture card itself is fine, because it works with my laptop, but my laptop is terrible and using my PC would be much nicer. I've checked the system requirements and my PC's specs all seem fine to work with the card, so I'm thinking it must be a driver error.
Any idea how to fix this?
