RZ09-0421 Issue with Recovery Image

I have a 2021 Razer Blade 15 Laptop. Being a big linux fan, I am currently running Linux on it. However due to a few issues, mostly of my own doing, I want to revert back to Windows.

There doesn't seem to be an option for downloading Windows 11 ISO from Microsoft and installing it, as it is missing drivers to even complete installation.

I downloaded the recovery image for my specific laptop/serial number and copied the files to a newly formatted USB drive as suggested. I have actually done this once before back in early 2021 and it worked fine, so I am familiar with the process.

After putting the files on USB and booting off it, it boots successfully and starts the recovery process. When doing so it does this
1. pops up a windows style dialog that just says 5 - I click ok
2. pops it up again which says 5 - I click ok (i have tried waiting 30 minutes on both screens)
3. immediately it says system restore complete, and then powers off

When doing this, it doesn't actually do anything to my hard drive. In fact I can still boot off linux with no issues. What I HAVE found out though is it was formatting a spare usb drive I had in during the recovery process. So I took it out thinking it was causing problems and tried again. It did the same thing, and when I tried to boot off the USB after, it would not boot! What I found out is that without the other usb drive I had in, it is now formatting ITSELF!

To be certain, I have tried 3 different usb drives, including one I bought brand new today. I have re-downloaded the image 3 times on 2 different computers in case it was getting corrupted during download or during copy. It does the exact same thing every time.

Any guidance would be appreciated.
