Razer Synapse 3 Installer error Fatal Newtonsoft

I cannot install or launch Synapse 3, installation has a specific error log, and post install application immediately closes. I have:

1.  Run DISM.exe and validated my Windows install is fine

2. Followed the official guide to re-install Synapse 3
3. The log has the below entry
   C:\ProgramData\Razer\Installer\Logs\RazerInstaller.log

   System.BadImageFormatException: Could not load file or assembly 'Newtonsoft.Json, Version=13.0.0.0, Culture=neutral, PublicKeyToken=30ad4fe6b2a6aeed' or one of its dependencies. The module was expected to contain an assembly manifest.
   File name: 'Newtonsoft.Json, Version=13.0.0.0, Culture=neutral, PublicKeyToken=30ad4fe6b2a6aeed'

Anyone else have this error in their installer log?

I would even accept a third party work around at this point to change my mouse polling rate.
