Blade 15 rtx 2060 - Inconsistent performance

Edit: It possible that it is a graphics driver issue since I had just recently updated it, so I'm going to look into it and we can just ignore this issue. The laptop was running fantastically for the last 2 weeks, until today. All of a sudden, my frame rates have dramatically dropped and I noticed the the gpu is at 100% (used to be around 70%) all the time regardless of how low my game settings are. The different performance modes in Razer Synapse seem to have no effect and the laptop temperature feels a lot cooler than it used to (fans are also not running at max even in gaming mode). Its almost as if the laptop thinks it is on low-power mode the entire time.
