CPU periodically downclocks when watching YouTube
I've had my 2021 Razer Blade 14 since September. I've noticed a few months ago that when watching a video or stream, my CPU downclocks to absurd levels (as low as 396 MHz!) for up to a few seconds at a time. I think it happens whenever the video/stream adds to the queue. It gets really annoying as it happens every few seconds and makes a lot of games almost unplayable. It gets significantly better when I force YouTube to use h.264 as it is GPU accelerated.
I have the model with the 5900HX and the 3070.
I know it is not thermal throttling or my power plans as my CPU's thermals maxed out at 91C and the periodic downclocking persists no matter my power plan selected.
Attached is a screenshot of HWInfo showing information about my setup, including the downclocks as shown in the Minimum column of the Core Clocks row.
