Do i need to pay custom duty for products delivered to Romania?

I was thinking of buying the huntsman mini but my friend told me i shouldn't buy it straight from razer.com because i need to pay shipping fees,the other day another friend told me i don't need to pay shipping fees for Razer products.So i was wondering, do i need to pay shipping fees for Razer product bought from razer.com?

    btw i saw something about no shipping fees for products over 80$, Is that true?
