I bought a second hand Razer Core X with a new GeForce RTX 4070 Super graphics card. The Razer Core is being detected (in both Windows 10 and Ubuntu Linux 22.04), but the video card is not.

What's a way to check if the Razer Core is broken or not? I don't have a second graphics card or a desktop computer. I've already updated all the available drivers.

Try to resitting the gpu. It works sometimes. And first installation might take longer due to recognising new gpu. Other than that to check if it’s working you need other gpu, sound card, storage etc that can sit on its slot.
