i need help to install razer synapse 3

every time i try to install razer synapse 3, i can't, just open a cmd and do nothing and open nothing. i started with this problem when i tried to uninstall because my razer cortex and my razer synapse were not opening and i tried to reinstall, trying to solve this problem, but all i did was just delete all the files i found related to razer cortex and razer synapse and I still have the problem of installing again

    Uninstall all RAZER application, create a new administrator, update your Windows 10 OS and reinstall Synapse
