If I understand you correctly, you are having issues when you uninstall Razer Cortex due to a missing uninstallation file. In such a scenario, please go to C:\\Program Files (86)\\Razer Cortex and delete the folder Razer Cortex to uninstall it.

You can try this tool provided by Microsoft. It helps uninstalling corrupted apps: https://support.microsoft.com/en-us/topic/fix-problems-that-block-programs-from-being-installed-or-removed-cca7d1b6-65a9-3d98-426b-e9f927e1eb4d

Just download it, run, then choose "Uninstall" option, find Razer Cortex on the list, and it'll remove it with all dependencies (registry keys etc).
