I am suspicious of past use of my Razer Viper V3 Pro that was listed as “New” on the reselling site I purchased it from. I’m wondering if the mouse is supposed to come fully charged because mine came with 70% battery.

Is the Razer Viper V3 Pro supposed to come fully charged out of the box?
+1No.
Also rechargeable batteries can loss their power overtime (even if they were charged up to 100%).
