Keyboard non-responsive until Windows loads to desktop

I have a Razer BlackWidow V4 (RZ03-0469).  I have my Windows protected with a pin code.  When the system boots up, the keyboard is non-responsive when I type my pin # in.  I have to use the on-screen keyboard to type the pin in.  Once that happens, the keyboard works perfectly fine.  This keyboard replaced an old Black Widow Ultimate (2014) that I didn’t have this issue with.  Firmare and Windows are up to date.  Does anyone know what could be causing this?

I have the same issue with my razer huntsman mini, it just doesn’t work when windows goes to Lock Screen. I’d like to have a solution for this, as the problem came up with the windows 11 update.
