Mouse lag when moving apps or browser page

Hello, Iv been having trouble with my mouse not being able to move things on my desktop. When i grab a short cut or the browser page and try to move it, it will ether move it an inch and stop or it will open up the app or shrink the browser instead. This also happens in applications as well not just the desktop. Iv tried updating it to synapse 4 and still have same issues. Iv updated the mouse in device manager and rolled back 1 as well. However if i plug a different mouse in it works just fine, so im thinking it has something to do with synapse. Has anyone else been having this issue and figured out what to do?
