I've recently had issues with my computer after restarting it. At one point after a restart, I had what I had thought to be input lag from my mouse and keyboard. After looking at it further I realized it was a framerate issue that eventually fixed itself out of nowhere. I then Uncapped my FPS for the first time and reached FPS around 340 in games like CSGO.
I thought it was fixed, restarted my comp and it was back to square one. I was getting anywhere between 35-55 frames at best with lows around the 20s. I'm not sure what the issue is, however, I did a benchmark and received these results

It seems the CPU is being throttled but I don't know if that's my primary issue.
Right now I'm getting a maximum of 60 frames even though they are uncapped. If anybody can help please do, thanks again.
My Razer Blade 15 (2019 advanced edition) is really laggy FPS wise
