Performance mode: Plugged in is showing "Balanced" mode only. How to resolve this?

Performance mode: Plugged in is showing "Balanced" mode only. How to resolve this? 

Silent mode, Turbo mode and Custom are all grayed out, unable to use or select. Why is that? 

How do I correct this?
