'R' Key Toggling On

I'm having an issue when playing Guild Wars 2 where my "R" key will toggle on. Exiting the game doesn't make the problem go away once it starts. The only option I seem to have is to restart my computer but once I start playing the game again, it can happen again at any time. I made a similar post in the GW2 support forum.
