Razer Basilisk Ultimate without Charging Dock Won’t charge

According the the owners manual, the razer basilisk ultimate can charge without the charging dock when it is plugged into a computer via usb. I did that, the mouse works in wired mode, when I look in synapse, it shows 0 percent charged, and when I turn of my computer and replug in the mouse, the scroll wheel flashes red twice quickly then stops, then again. Keep in mind thta my mouse is plugged in the entire time, I also check to make sure the wireless switch is off in wired mode, and on when I try to enter wireless mode, the 2.4 ghz dongle is connected to my computer via usb, so I am extremely confused my this is happening, when I tried contacting razer, they put me on hold for an hour, then disconnected. So I need help from my fellow razer insiders.
