Razer blade 15 2020 windows 11 magnifier throttling

Hi I'm visually impaired and this has been a real pain. When I'm using the windows magnifier in lens mode it has a really low frame rate unless it's being moved, or the zoom level is being changed. Also when I hook a monitor to my laptop and set the display to duplicate the magnifier on the monitor is completely black. None of these problems occur with any of my other devices. I've been working on this for hours. Please help.
