Razer Blade 18 2024 - high idle power, package C-states disabled?

My Razer Blade 18 idles at around 10~15W with 0~1% CPU utilisation. This causes the fans to be running audibly even in Silent Mode and sitting doing nothing. I have tried looking deeper into this issue and found that the laptop does not use package C-states, as shown by the screenshot from both HWinfo and Throttlestop, showing 0% for all package C-states. I’ve tried a couple of things from fresh windows installs, resetting to BIOS defaults and updating drivers firmware etc and nothing has had an impact.

 

I’ve tested the ROG Scar 18 with a i9-13900HX that idles at 2W and doesn’t exceed 10W when using the Chrome. This is the normal behaviour that I expect.

I have the exact same issue and my laptop is unusable. Did you come up with a solution?
