If you're seeing a blinking blue light that means the mouse is in pairing mode. Yes, the mouse will go to sleep mode if not being used to conserve power, especially in a wireless setting. If it's not responding you may want to check its battery level, check if it behaves the same even in a 2.4hz connection, and update its firmware by following the steps here.
