This morning I'm trying to open the Razer Synapse 3 app and it does not open.

Hey everyone! Ensure that your computer's antivirus or firewall is not blocking any Razer-related file. Also, if you have a proxy or ipv6 saved in your network adapter settings, please disable it. Else, proceed with the Razer Synapse 3.0 clean reinstall and see if it helps.
