I haven't had this issue before, Razer Synapse 3 doesn't start minimized and also it used to ask for UAC privileges which I solved with disabling the splash screen. This is a new issue and I tried reinstalling Synapse.

Have you tried closing all Razer-related processes in Windows task manager and relaunched the Razer Synapse 3? For now, please follow the steps on this page. 1. Open a file in Google Docs, Sheets, or Slides. In the top right corner, click Share.
2. Click "Get shareable link" in the top right of the "Share with others" box.
3. To choose whether a person can view, comment, or edit the file, click the Down arrow next to the "Anyone with the link." down arrow icon.
